Matthew Victor

Co-Founder, MAPLE

Matthew Victor leads digital infrastructure initiatives at Partners in Democracy, where he develops and scales civic technologies that strengthen participatory lawmaking, public deliberation, and institutional trust. He is the co-founder and project director of the Massachusetts Platform for Legislative Engagement (MAPLE), a digital public space that enables more transparent, accessible, and constructive engagement with pending legislation and public testimony.

Matthew’s work focuses on building and deploying “digital civic infrastructure” — tools and systems that help communities participate in governance and shape the institutions that affect their lives. He works across sectors to align policymakers, technologists, researchers, and civic organizations around practical, scalable approaches to democratic innovation.

Before joining Partners in Democracy full-time, Matthew practiced as a technology and corporate attorney, advising startups, investors, and institutions on emerging technology governance and strategic transactions. He is a Joint Fellow at the Berkman Klein Center for Internet & Society and the Allen Lab for Democracy Renovation at Harvard University (2026–2027), where his research explores how civic platforms and AI systems can responsibly strengthen democratic institutions.
